Dear Fines Officer,
Thank you for your letter that I received the Saturday morning of 13th April 2013. I have copied the letter / document below for others who may be interested in this case. I have also included illustrated copies of the Police Racial Codes and the Census Ethnicity Codes for your convenience and easy reference for Racial/Ethnic clarity.
I quote from the document you sent:
Appeal
You have the right to appeal to the Court against the Fines Officer's decision. Such appeal must be made in writing, stating the reasons for your appeal and supported by any written evidence you have. It must be received by this office, at the above address, within 10 working days from the date of this notice.
Please mark all correspondence for the attention of the Fines Officer.
I, a Black person, IC3, B9, BEUR, am making a appeal to the court against the Fines Officer's decision because I, a Black person, IC3, B9, BEUR, perceive that the way that I was treated in court and the Fines Team, was direct and indirect White Supremacist Racist behaviour and disorderly behaviour in sight of a Black person who was and is being caused Racially Aggravated Harassment, Alarm and Distress contrary to section 5 (1) (A) of the Public Order Act 1986 thereby.
I, a Black person, IC3, B9, BEUR, am making a appeal to the court against the Fines Officer's decision because I, a Black person, IC3, B9, BEUR, suspect that the decision making processes of the court and the Fines Team, were directly and indirectly impacted by White Supremacist Racist behaviour and disorderly behaviour in sight of a Black person who was and is being caused Racially Aggravated Harassment, Alarm and Distress contrary to section 5 (1) (A) of the Public Order Act 1986 thereby.
A Race Hate Crime.
These are the reasons I, a Black person, IC3, B9, BEUR came to the above conclusions:
1. The Fines Team have failed / refused to comply with my request for information.
2. Timothy Boswell, the White european (IC1) Deputy District Judge stated, when I asked him in court, that he is not a White Supremacist Racist but refused to put it in writing. He also tried to rule that he had assured me that the court was not a White Supremacist Racist court when I repeatedly told him that I was not assured.
3. The court was a suspect White Supremacist Racist court because of the absence of any evidence of procedures in place to protect Black people, like myself, from the impact of White Supremacist Racist activity on the decision making processes of the court. Even Mrs Campbell, a Black person (IC3), the Legal Adviser to the Court was speechless.
4. Mrs Campbell, a Black person (IC3), the Legal Adviser to the Court appeared confused, afraid and ashamed to state her Racial Identity.
5. Miss Rai, an Asian person (IC4), the Prosecutor appeared traumatised when identifying herself as an Asian from east Africa.
6. PC Dickinson, a Dark european (IC2) Police Officer stated, when I asked him in court, that he is not a Racist but refused to put it in writing.
7. PC Rogers, a Dark european (IC2) Police Officer stated, when I asked him in court, that he is not a Racist and was willing to put it in writing but was prevented from doing so by Timothy Boswell, the White european (IC1) Deputy District Judge and Miss Rai, an Asian person (IC4), the Prosecutor.
8. I was accused, in court, of previously entering a plea of 'not guilty' when it was the previous judge, a White Supremacist Racist suspect, that had entered a plea of 'not guilty' on my behalf without my permission.
The above seven (8) points are the reason I, a Black person, IC3, B9, BEUR, suspect that the decision making processes of the court, and the Fines Team, were directly and indirectly impacted by White Supremacist Racist activity.
Please provide:
1. The Racial Identities and job titles of the Fines Team using the Police Racial Codes and Government Census data that I have provided for your convenience below.
2. A written declaration from each of the White members of the Fines Team, stating that they are not a White Supremacist Racist, if that is true.
3. A complete copy of the procedures that are in place to protect Black and Non-White people from White Supremacist Racist activity in the Fines Team.
4. A complete copy of the Racial Equality Strategy for the Fines Team.
If you cannot provide any these documents and/or information please provide a detailed explanation for why each document and/or piece of information cannot been provided.
If you refuse to comply, I, a Black person, IC3, B9, BEUR, will perceive your action or inaction as direct and/or indirect White Supremacist Racist behaviour and disorderly behaviour in sight of a Black person who is being caused Racially Aggravated Harassment, Alarm and Distress contrary to section 5 (1) (A) of the Public Order Act 1986 thereby and suspect that the management of Her Majesty's Court Service and the Fines Team are White Supremacist Racists working directly and/or indirectly to confuse, abuse, exploit, cripple and kill Black and Non-White people.
If, I, a Black person, IC3, B9, BEUR, am refused access to the requested information/documents there will be serious trouble that the management of Her Majesty's Court Service and the Fines Team will be held guilty, to blame and responsible for.
Questions:
1. Is that which is written above understood / overstood?
2. Are you willing to put an end to this Race War with Racial Justice?
3. Can you feel this Racial power by order of The Crown?
The White Supremacist Racists have the smartest, cleverest, most sophisticated, most deceptive, most ruthless and most powerful members club / network in the known world.
Black and non-white people have been made stupid, dizzy, deluded, confused and severely retarded about what Racism is and how Racism works as a result of White Supremacist Racist conditioning since childhood.
The POWER of White Supremacist Racist people is being neutralised, by the Race Equality Secret Service (RESS) working together with the Black National Party (BNP), in a civilised, orderly, non-violent, dignified and peaceful manner to humble White Pride World Wide for the greater good .
If you check the facts against the clock you will see that the White Supremacist Racists are losing power and getting weaker every 24 hours as a result of the valuable and magnificent work being done by the members of the impregnable Race Equality Secret Service (RESS) and the invincible Black National Party (BNP) working from the Moral High Ground in righteousness, glory and majesty.

Further Steps Notice
The amount you owe is £150.00.
As you have failed to make payment as directed, you are hereby given notice that one or more of the following steps listed below will be taken against you:
- Issue a Warrant of distress for the purpose of levying the sum due.
- Register the account in the Register of Judgements, Orders and Fines, which could restrict future credit options available to you and make it difficult to get loans, mortgages and credit cards.
- Make an Attachment of Earnings Order (for deductions to be made from our salary) or an application for benefit deductions made from your benefit).
- Make a vehicle clamping order.
- Refer your case to court, which may decide to issue a warrant without bail for your arrest, increase your fine by 50%, enforce the case at the County Court or High Court by applying for a charging order or other court order, or send you to prison.
- Take any further steps as permitted under provisions of fine collection regulations which apply to any other enforcement power of a magistrates' court.
