The point is to make the people it does not apply to assume it applies to them.

Those that construct and maintain a nation can accurately recognise and/or define a nation because you have to recognise and/or define a nation before constructing and maintaining a nation. It might be beneficial to those who have Power over the nation to have their subjects unable to recognise and/or define the nation that they are a member of.
