    A Black Tax decreases the revenue or value of the payer of the Tax and increases the revenue or value of the White recipients.


    A White Deficit results when there is a shortfall in Black Taxes sufficient to meet the current and projected future expenditure requirements for White Projects.


    What are Black Taxes?
