Dear Suzanne Goff, Cambridge City Council,

Thank you for your reply.

I fail to see how Cambridge City Council can have "due regard" for Race Relations without having any Racial data.

I need a full explanation from the correct person in Cambridge City Council for the missing Racial Data.

It appears that the difference between the IC1, North European Race and the IC2, South European Race, as recognised by the Police, has been overlooked by Cambridge City Council.

It is possible that there is poor management of relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) and that this dreadful inequality is impacting relations between other Races and causing White Supremacy in the management of Cambridge City Council which is causing Cambridge City Council to fail in the Public Sector Equality Duty (Equality Act 2010).

Please will you forward my inquiry to the person responsible for equalities or give me the email address of the same person if you are unwilling to help in that way for Racial reasons.

I cannot find on the Cambridge City website any references to Race (not ethnicity) as one of the groups mentioned in the Equalities Act 2010 on the Cambridge City website.

Please will you direct me to the exact place where I can find references to Race (not ethnicity) as one of the groups mentioned in the Equalities Act 2010 on the Cambridge City website.

Please could you demonstrate the way in which Race (not ethnicity) as one of the groups mentioned in the Equalities Act 2010 is recorded and monitored.

It appears that from the information I am receiving from Cambridge City Council that there is a problem with Race Relations in Cambridge City Council. As a result of the way my request for information has been handled it has caused me to doubt the management of Race Relations in Cambridge City Council.

You, Suzanne Goff, could be a White Supremacist. There is no way for me to know whether you, Suzanne Goff, are a White Supremacist unless I ask and observe your response. I cannot afford to take the risk of assuming that you, Suzanne Goff, are not Racist. That is why I must ask and observe your response. It is very relevant to know if you, Suzanne Goff, are a Racist when making an inquiry about Race Relations in Cambridge City Council and the way Race Relations impacts the management of the people in Cambridge. Can you understand that?

Are you, Suzanne Goff, a White person? Yes or No?

Are you, Suzanne Goff, a Racist? Yes or No?

Please let me know who in the Cambridge City Council Equalities Department can explain why these Races are not recognised by Cambridge City Council in relation to the Public Sector Equality Duty (Equality Act 2010) .

I am very concerned that no effort is being made to foster good relations between the European Races and how this could be impacting Race Relations in general in Cambridge City.

I look forward to your reply on this very serious issue.

King regards

Derrick Lynch, Black, IC3, B9, BEUR

Dear Mr Lynch,

Thank you for your FOI request regarding European Race Relations. You made the following request:

“This is the Freedom of Information Act request.

Please would you send me details of where I can find Council information showing that “due regard” has been exercised in recording and monitoring Race Relations between the IC1 White Northern European Race and the IC2 Dark Southern European Race as required by the Public Sector Equality Duty (Equality Act 2010)”

To my knowledge, the Council does not use the Police classification system for recording race so we do not have data on figures for the IC1 White Northern European Race and the IC2 Dark Southern European Race categories. You may wish to approach Cambridgeshire Police for information relating to Cambridgeshire and the classification system that you mention.

In general, the Council has a number of ways that it demonstrates ‘due regard’ for all of the groups mentioned in the Equalities Act 2010. This webpage on the City Councils Website sets out our policies. The ‘Single Equalities Scheme’ is a good starting place to look for information.

If you are not happy with the way in which your request has been dealt with, you can contact David Kidston, Strategy and Partnerships Manager on 01223 457000 or email david.kidston@cambridge.gov.uk

You may also contact the Information Commissioner if you are still not happy with the way your request has been dealt with. The Information Commissioner’s address is:

Yours sincerely

To whom it may concern at the Council,

I am Derrick Lynch.

I live at 5 Hedge Hill, Enfield, London, EN2 8RU.

I am classified, by the British Government, as an IC3, Black, Male.

I have attached illustrated versions of the Race and Ethnicity Codes as used by the British Police and Civil Services.

I am a victim of Racism which I understand as being the same as White Supremacy.

I have been reading the Council website.

The Public Sector Equality Duty (Equality Act 2010) requires public authorities to have ‘due regard’ to the need to:

1. Eliminate discrimination, harassment and victimisation and any other conduct that is prohibited by or under the Act.

2. Advance equality of opportunity between people who share a relevant protected characteristic and people who do not share it.

3. Foster good relations between people who share a relevant protected characteristic and those who do not share it.

This is a Freedom of Information Act request.

I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.

As you know Race is one of the "Protected Characteristics" in the Equality Act 2010.

Race a Protected Characteristic

Refers to the protected characteristic of Race. It refers to a group of people defined by their race, colour, and nationality (including citizenship) ethnic or national origins.

Race as defined by the British Police

Code

Ethnicity

IC1

White - North European / White European

IC2

White - South European / Dark European

IC3

Black

IC4

Asian (in the UK Asian refers to people from the Indian subcontinent like India, Pakistan, Bangladesh, Nepal)

IC5

Chinese, Japanese, or other South East Asian

IC6

Arabic or North African / Middle Eastern

IC9

Unknown

Race not to be confused with Ethnicity

I have given the link to the Ethnicity Data Standard as specified by the Information Standards Board to make it clear that I am not asking for Ethnicity information.

Failure to manage Race Relations effectively results in the failure to address the problem of Racism.

This is the Freedom of Information Act request.

Please would you send me details of where I can find Council information showing that “due regard” has been exercised in recording and monitoring Race Relations between the IC1 White Northern European Race and the IC2 Dark Southern European Race as required by the Public Sector Equality Duty (Equality Act 2010).

It is very clear that the Police recognise the Racial difference between the IC1 White North European and the IC2 Dark South European Races and record and use this data for legal purposes.

I am very concerned that no effort is being made to achieve European Race Equality.

I look forward to your reply on this very serious issue.
