Dear Sarah,

Thank you for your reply.

Thank you for this information. It is very useful. I visited http://www.ucl.ac.uk/hr/equalities/race/REG_news.php and watched the video that featured Dr Cecil Thompson, Chair of the UCL Race Equality Group.

I was unable to find any Race Relations information on the University College London website. Please could you let me know exactly where data on Race (not ethnicity) is displayed.

I fail to see how University College London can have "due regard" for Race Relations without having any Racial Data.

I need a full explanation from the correct person in University College London for the apparently missing Racial Data.

It appears that the difference between the IC1, North European Race and the IC2, South European Race, as recognised by the Police, has been overlooked by University College London.

It is possible that there is poor management of relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) and that this dreadful inequality is impacting relations between other Races and causing White Supremacy in the management of University College London which is causing University College London to fail in the Public Sector Equality Duty (Equality Act 2010).

Please will you forward my inquiry to the person responsible for Racial equalities or give me the email address of the same person if you are unwilling to help in that way for Racial reasons.

1. Does the University College London recognise the difference between the IC1, North European Race (Caucasoid) and the IC2, South European Race (Melanochroid) , as recognised by the Police?

The Public Sector Equality Duty (Equality Act 2010)

The Public Sector Equality Duty (Equality Act 2010) requires public authorities to have ‘due regard’ to the need to:

1. Eliminate discrimination, harassment and victimisation and any other conduct that is prohibited by or under the Act.

2. Advance equality of opportunity between people who share a relevant protected characteristic and people who do not share it.

3. Foster good relations between people who share a relevant protected characteristic and those who do not share it.

This is a Freedom of Information Act request.

I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.

As you may know Race is one of the "Protected Characteristics" in the Equality Act 2010.

Race a Protected Characteristic

Refers to the protected characteristic of Race. It refers to a group of people defined by their race, colour, and nationality (including citizenship) ethnic or national origins.

Race as defined by the British Police

Code

Ethnicity

IC1

White - North European / White European

IC2

White - South European / Dark European

IC3

Black

IC4

Asian (in the UK Asian refers to people from the Indian subcontinent like India, Pakistan, Bangladesh, Nepal)

IC5

Chinese, Japanese, or other South East Asian

IC6

Arabic or North African / Middle Eastern

IC9

Unknown

Race not to be confused with Ethnicity

I have given the link to the Ethnicity Data Standard as specified by the Information Standards Board to make it clear that I am not asking for Ethnicity information.

Failure to manage Race Relations effectively results in the failure to address the problem of Racism.

I visited the Race Equality Charter Mark website and was unable to find any information on the list of Races recognised by the Race Equality Charter Mark.
http://www.ecu.ac.uk/equality-charters/race-equality-charter-mark/contact-race-equality-charter-mark/

2. What is the list of Races (not ethnicities) recognised by the Race Equality Charter Mark?

I understand that BME is short for Black Minority Ethnic. It appears that University College London only recognises the Black and White Races.

3. Does the University College London only recognise the Black and White Races?

4. Are you Sarah Guise, Head of Equalities and Diversity for staff and student queries related to age, disability, gender, race, religion & belief and sexual orientation?

It appears that from the information I am receiving from University College London that there is a problem with Race Relations in University College London. As a result of the way my request for information has been handled it has caused me to doubt the management of Race Relations in University College London.

You, Sarah, could be a White Supremacist. There is no way for me to know whether you, Sarah, are a White Supremacist unless I ask and observe your response. I cannot afford to take the risk of assuming that you, Sarah, are not Racist. That is why I must ask and observe your response. It is very relevant to know if you, Sarah, are a Racist when making an inquiry about Race Relations in University College London and the way Race Relations impacts the treatment and management of the people in University College London. Can you understand that?

5. Are you, Sarah, a White person? Yes or No?

6. Are you, Sarah, a Racist? Yes or No?

Please let me know who in the University College London Equalities Department can explain why, it appears that, other Races apart from Black and White are not recognised by University College London in relation to the Public Sector Equality Duty (Equality Act 2010) .

I am very concerned that no effort is being made to foster good relations between the European Races and how this could be impacting Race Relations in general in University College London.

Kind regards

Dear Derrick,

Thank you for your email.

Our equal opportunities policy is here http://www.ucl.ac.uk/hr/docs/equal_opportunity.php and we have some useful information about our race equality projects and groups here http://www.ucl.ac.uk/hr/equalities/race/index.php

UCL has recently take part in the Race Equality Charter Mark: http://www.ecu.ac.uk/equality-charters/race-equality-charter-mark/ and we’ll be publishing it once it’s been judged, later in the year.

You might also like to look at our staff data (including by ethnicity) which is readily available online: http://www.ucl.ac.uk/hr/statistics/ and our student data: https://www.ucl.ac.uk/srs/statistics

I hope this answers your question.

Best wishes,

Sarah

Dear Aian Guled,

Thank you for your reply.

To whom it may concern at the UCL, (please forward to equalities representative)

I am Derrick Lynch and I have heard some disturbing news about the UCL.

I also was given this article:

Black academic claims he was denied university job over his plans to 'put white hegemony under the microscope'

http://www.independent.co.uk/news/uk/home-news/black-academic-claims-he-was-denied-university-job-over-his-plans-to-put-white-hegemony-under-the-microscope-10270949.html

I prefer not to go by rumours so I have decided to make some inquiries for myself and my community.

I live at 5 Hedge Hill, Enfield, London, EN2 8RU.

I am classified, by the British Government, as an IC3, Black, Male.

I have attached illustrated versions of the Race and Ethnicity Codes as used by the British Police and Civil Services.

I am a victim of Racism which I understand as being the same as White Supremacy.

I have been reading the UCL website.

Please could you send me:

1. The UCL Race Relations Policy.

2. A UCL report on how the Race Relations Policy has been performing to date.

3. Details of how the UCL manages and monitors Race Relations.

Kind regards

Derrick Lynch, IC3, B9, BEUR
