I am concerned that the British Council has a very serious problem with Race Relations and that Black people are being abused in the British Council.

I fail to see how the British Council can have "due regard" for Race Relations without having any Racial data.




Please would you let me have the email address of the person responsible for Race Relations so that they can provide a full explanation for this apparent failure to have "due regard" for Race Relations in the British Council.

The Public Sector Equality Duty (Equality Act 2010) requires public authorities to have ‘due regard’ to the need to:

1. Eliminate discrimination, harassment and victimisation and any other conduct that is prohibited by or under the Act.

2. Advance equality of opportunity between people who share a relevant protected characteristic and people who do not share it.

3. Foster good relations between people who share a relevant protected characteristic and those who do not share it.



I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.



Race a Protected Characteristic

As you probably know Race is one of the "Protected Characteristics" in the Equality Act 2010.

Refers to the protected characteristic of Race. It refers to a group of people defined by their race, colour, and nationality (including citizenship) ethnic or national origins.

Race not to be confused with Ethnicity

I have given the link to the Ethnicity Data Standard as specified by the Information Standards Board to make it clear that I am not asking for Ethnicity information.

Failure to manage Race Relations effectively results in the failure to address the problem of Racism.

My Race Relations query



Please would you send me the contact details of the person who can show that “due regard” has been exercised in recording and monitoring Race Relations between the IC1 White Northern European Race and the IC2 Dark Southern European Race as required by the Public Sector Equality Duty (Equality Act 2010).

It is very clear that the Police recognise the Racial difference between the IC1 White North European and the IC2 Dark South European Races and record and use this data for legal purposes.

I am very concerned that no effort is being made to achieve European Race Equality.

I look forward to a reply from the correct person on this very serious issue.

Thank you for your request for information dated 10 May 2015 concerning race relations. Your request has been handled under the terms of the Freedom of Information Act (FOIA) 2000 and has been passed to me for reply.



I can confirm, under section 1 (1) (a) of the FOIA, that the British Council does hold some, but not all, of the information you have requested.



For your ease of reference, I have restated your request below in bold and have provided our response beneath each point.



1. The BRITISH COUNCIL Race Relations Policy.



We do not have a distinct Race Relations Policy. The area of race is covered in our Equality Policy and our Diversity Strategy where it is one of seven main areas of focus for us. 2. A BRITISH COUNCIL report on how the Race Relations Policy has been performing to date.



As we do not have a separate policy there is no related report. We do however produce annual equality monitoring and other diversity related reports for internal purposes which cover race/ethnicity. This includes a staff survey report and an equal pay report covering equality areas including race/ethnicity.



3. Details of how BRITISH COUNCIL manages and monitors Race Relations.



We undertake equality monitoring and cross tabulation as part of managing and monitoring our performance. Overall, minority ethnic people are well represented within our UK contracted workforce. However we are not doing as well as we would wish at top management levels in particular.



We equality screen and impact assess our policies to support race equality and promote good race relations alongside other actions.



4. Details of how many Black people are in and have been in Senior Management positions in BRITISH COUNCIL.



We interpret Black as Black African, Black Caribbean and Black other. Although these contribute to our minority ethnic targets, the Black staff figures are not the only figures that do so.



Our ethnicity data is almost complete (99% declaration rate overall).



At 31 March 2015 there was no staff who had declared Black ethnicity in the top management group. Over the past five years we can confirm that there have been both Black and Asian staff in this management group however we are withholding the actual numbers since the exemption, under section 40(2) (Personal information), applies to it.



Section 40(2) provides that information relating to third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOIA disclosure of this information would breach the fair processing principle contained in the Data Protection Act (DPA), where it would be unfair to that person or if it is confidential.



The number of Black and Asian staff in the top management group over the past five years is low therefore if we were to provide this information it is likely that the staff members would be identifiable.



Section 40 is an absolute exemption therefore is not subject to the public interest test.



At 31 March 2015 there were 1.5% Black staff in the senior management and top management group combined. In the last five years we have had between 1 and 2% Black staff at this level.
