Where do does the Care Quality Commission hold recorded information of Races that have been recognised for Race Relations matters?
Please send me the list of recognised Races if they are different from the list that the Police use.

I was unable to find any information about Race Relations in the Care Quality Commission Reports. There is information about BME ethnicities but nothing specifically about Race Relations.
I fail to see how the Care Quality Commission can have "due regard" for Race Relations without having any Racial data and a Race Relations policy.
I am finding that the Reports disappointingly reveal much about the values, ethos and culture in the Care Quality Commission with regard to Race Relations.
There appears to be a Race missing in the reports. It appears that no effort has been made to record, monitor and report on the difference between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid). It is possible that there could be horrific inequalities between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) that have not been reported.
Does the Care Quality Commission record, monitor and report on Race Relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid), like the Police do?
The Public Sector Equality Duty (Equality Act 2010) requires public authorities to have ‘due regard’ to the need to:
1. Eliminate discrimination, harassment and victimisation and any other conduct that is prohibited by or under the Act.
2. Advance equality of opportunity between people who share a relevant protected characteristic and people who do not share it.
3. Foster good relations between people who share a relevant protected characteristic and those who do not share it.
I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.
Race a Protected Characteristic
As you probably know Race is one of the "Protected Characteristics" in the Equality Act 2010.
Refers to the protected characteristic of Race. It refers to a group of people defined by their race, colour, and nationality (including citizenship) ethnic or national origins.

White - North European / White European
White - South European / Dark European

Race not to be confused with Ethnicity
I have given the link to the Ethnicity Data Standard as specified by the Information Standards Board to make it clear that I am not asking for Ethnicity information.
Failure to manage Race Relations effectively results in the failure to address the problem of Racism.
Race Relations Internal Review Requested - Danger of Racism
Please would you send me the contact details of the person responsible for Race Relations in the Care Quality Commission who may be able to help me find any Care Quality Commission information showing that “due regard” has been exercised in recording and monitoring Race Relations between the IC1 White Northern European Race (Caucasoid) and the IC2 Dark Southern European Race (Melanochroid) as required by the Public Sector Equality Duty (Equality Act 2010).
It is very clear that the Police recognise the Racial difference between the IC1 White North European (Caucasoid) and the IC2 Dark South European Races (Melanochroid) and record and use this data for Race Relations purposes.
I am very concerned that no effort is being made to achieve European Race Equality. It is possible that the poor management of Race and Ethnicity in the Care Quality Commission could be impacting policy in the Care Quality Commission and impacting the decisions being made in the Care Quality Commission.
It is possible that there are poor Race Relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) in the Care Quality Commission and that this dreadful inequality is impacting relations between other Races and causing Care Quality Commission problems.
I am concerned that poor management of Race Relations in the Care Quality Commission is resulting in misconduct which is making the Care Quality Commission not fit for purpose.
Please process this request for information as an Internal Review.

The Information Access team has now coordinated a response to your request and we are able to confirm that the Care Quality Commission (CQC) does hold recorded information in relation to this matter.
We have consulted with our colleagues in our Human Resources department and our Equality Diversity and Human Rights team.

We currently have four staff employed in Executive roles. Two people which were previously employed.
CQC does not have a specific race relations policy. We do however have a “Equality, Diversity & Human Rights” policy and a “Principles of workforce equality monitoring” policy, copies of which are attached for your information.
As a public sector organisation, CQC has specific duties under the Equality Act 2010.
As a public body, CQC has specific duties under the Equality Act 2010. This Act brought together a range of previous equality legislation. This Act covers our responsibilities as an employer and regulator.
The public sector equality duty is referred to in the Equality Act 2010, and it consists of the "General Duty" (which is the overarching requirement or substance of the duty) and the "Specific Duties" (which is intended to help public bodies improve their performance on the general equality duty, by improving focus and transparency)
The specific duties which were created by The Equality Act 2010 (Specific Duties) Regulations 2011 and require public bodies (including CQC) to:
1. Publish information to demonstrate compliance with the general equality duty by 31 January each year. The information includes information relating to people who share a protected characteristic and who are employees or people affected by its policies.
2. Prepare and publish equality objectives which are specific and measurable, and which are necessary to further the aims of the general equality duty.
In January 2014, we published the Annual Equality report for 2013-2014, Equality Counts. Please refer to page see page 63 for information relating to the recruitment of staff by ethnicity.
In April 2012, we published a set of key Equality Objectives which brought together many of the individual actions previously in our Equality and Human Rights Scheme.
Our new Equality Objectives for 2015-2017 were published in March 2015. Please refer to pages 13 - 17. Objective 5 relates to equality. Our equality objectives from 2012 can still be accessed on our website:
Our most recent annual equality report “Equal measures” (published March 2015) contains detailed information on the profile of CQC staff, including information relating to ethnicity.
Please refer to page 36 for information relating to the ethnicity staff profile regarding different grades within CQC. You can also refer to appendix C on pages 35 – 40.

Equality Act 2010
The Equality Act 2010 replaces pre-existing anti-discrimination laws with a single Act. It simplifies the law, removing inconsistencies and making it easier for people to understand and comply with it. It also strengthens the law to help tackle discrimination and inequality.
The Equality Act 2010 covers equality in employment, so it covers all employees in CQC. The Act also covers equality in service delivery - so it covers all providers of health and social care regulated by CQC. It also covers how we carry out our functions – such as regulation, communications and procurement. It protects people from discrimination on the basis of ‘protected characteristics’. The relevant characteristics are:
· Gender reassignment
· Pregnancy and maternity
· Race (including ethnic or national origins, colour and nationality)
· Religion or belief
· Sex (gender)
· Sexual orientation
· Marriage and civil partnership

Dear Care Quality Commission, I am Derrick Lynch a service user of Saint John of God hospitaller services. I am concerned about Race Relations at Care Quality Commission. I am based at St John of God, Room A, 5 Hedge Hill, Enfield, EN2 8RU. I am classified, by the British Government, as an IC3, Black, Male. I have attached an illustrated versions of the Race and Ethnicity Codes as used by the British Police and Civil Services. I am a victim of Racism which I understand as being the same as White Supremacy. I have been trying to find out about the history of Care Quality Commission and I have been reading the Care Quality Commission website. Please could you send me: 1.
