Dear Vicky Roberts, Business Assurance Team, the Charity Commission,
Thank you for your reply.
You wrote:

If the Charity Commission does not bother to "differentiate between the protected groups" how is it possible to have "due regard" for the protected groups as the Public Sector Equality Duty (Equality Act 2010) requires?
I fail to see how the Charity Commission can have "due regard" for Race Relations without having any Racial monitoring data and a Race Relations policy.
It appears that the Charity Commission has made no effort to record, monitor and report on the difference between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid). It is possible that there could be horrific inequalities between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) that have not been reported due to this Racially Aggravated Negligence.
May I remind you of the need to take your obligations under the Equality Act very seriously. No Racial data in the Charity Commission reports is evidence of Racially Aggravated Gross Misconduct that is resulting in Racially Aggravated Disorderly Behavior.
A survey should be done immediately to find out what is going on between the European Races and how this Racially Aggravated Negligence is impacting community cohesion.

The Public Sector Equality Duty (Equality Act 2010) requires public authorities to have ‘due regard’ to the need to:
1. Eliminate discrimination, harassment and victimisation and any other conduct that is prohibited by or under the Act.
2. Advance equality of opportunity between people who share a relevant protected characteristic and people who do not share it.
3. Foster good relations between people who share a relevant protected characteristic and those who do not share it.
I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.
Race a Protected Characteristic
As you probably know Race is one of the "Protected Characteristics" in the Equality Act 2010.
Refers to the protected characteristic of Race. It refers to a group of people defined by their race, colour, and nationality (including citizenship) ethnic or national origins.

Race not to be confused with Ethnicity
I have given the link to the Ethnicity Data Standard as specified by the Information Standards Board to make it clear that I am not asking for Ethnicity information.

Failure to manage Race Relations effectively results in the failure to address the problem of Racism.

Race Relations Internal Review Requested - Danger of Racism
Please would you send me the contact details of all persons responsible for this Racially Aggravated Negligence of Race Relations in the Charity Commission who have not made sure that “due regard” has been exercised in recording and monitoring Race Relations between the IC1 White Northern European Race (Caucasoid) and the IC2 Dark Southern European Race (Melanochroid) as required by the Public Sector Equality Duty (Equality Act 2010).
Please could you send me the email contact details of the person responsible for equalities.
You, Vicky Roberts, could be a White Supremacist. There is no way for me to know whether you, Vicky Roberts, are a White Supremacist unless I ask you and observe your response. I cannot afford to take the risk of assuming that you, Vicky Roberts, are not a Racist. That is why I must ask and observe your response. It is very relevant to know if you, Vicky Roberts, are a Racist when making an inquiry about Race Relations in the Charity Commission and the way Race Relations impacts the management of the people in the Charity Commission. Can you understand that?
1. Are you, Vicky Roberts, a White person? Yes or No?
2. Are you, Vicky Roberts, a British person? Yes or No?
3. Are you, Vicky Roberts, a Racist? Yes or No?
It is very clear that the Police recognise the Racial difference between the IC1 White North European (Caucasoid) and the IC2 Dark South European Races (Melanochroid) and record and use this data for Race Relations purposes.
I am horrified that no effort is being made apparently to achieve European Race Equality. It is possible that the poor management of Race and Ethnicity in the Charity Commission is impacting policy in the Charity Commission and impacting the decisions being made in the Charity Commission.
It is possible that there are poor Race Relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) in the Charity Commission and that this dreadful inequality is impacting relations between other Races and causing the Charity Commission unknown problems.
I am concerned that poor management of Race Relations in the Charity Commission is resulting in Racially Aggravated Gross Misconduct which is making the Charity Commission not fit for purpose.
Please process this request for information as an Internal Review.
I look forward to a full reply on this very serious issue.
King regards

Subject: 20150611 - Information request - Mr Derrick Lynch CRM:0384147
Dear Mr Lynch
Thank you for your request for information received 19 May 2015. You have asked us to send you:
1. The Charity Commission Race Relations Policy.
2. A Charity Commission report on how the Race Relations Policy has been performing to date.
3. Details of how the Charity Commission manages and monitors Race Relations.
The Commission’s Diversity and Equality strategy is displayed on our website at:
https://www.gov.uk/government/organisations/charity-commission/about/equality-and-diversity
The strategy was developed as a successor to the Commission’s Single Equality scheme and to demonstrate the Commission’s compliance with the duties imposed on public bodies under the Equality Act. Our approach does not differentiate between the protected groups covered by the legislation so that we do not have a stand-alone ‘Race Relations Policy’. The Commission has sought to ensure that principles of equality and an appreciation of diversity permeate all parts of the organisation so that they become embedded in working practices across the board.
You will see that the strategy covers both the Commission’s internal organisation in terms of recruitment, advancement and employment as well as our relations with those bodies we seek to regulate and other external stakeholders. There is work ongoing to present an equality analysis of our performance in a particular area of our work with charities but this is not yet available for publication.
I hope this is helpful but if you are not happy with this response to your query you will find information on our complaints procedure at:
https://www.gov.uk/government/organisations/charity-commission/about/complaints-procedure#complain-about-the-charity-commission
Kind regards
Vicky Roberts

To whom it may concern at the Charity Commission,
I am Derrick Lynch and I attended a Lift Project event on Saturday 16 May 2015 at the Bernie Grant Arts Centre in Tottenham, were I met Selma Nicholls the Lift Project Manager. I was very impressed by what I saw at the Lift Project event and as a result of what I experienced I decided that I would like to contribute to the Lift Project. I also have heard some disturbing news about the Race Relations in the Charity Commission, Arts Council England and the Institute of Contemporary Arts and how this could be impacting the Lift Project. I prefer not to go by rumours so I have decided to make some inquiries for myself and my community.
I live at 5 Hedge Hill, Enfield, London, EN2 8RU.
I am classified, by the British Government, as an IC3, Black, Male.
I have attached illustrated versions of the Race and Ethnicity Codes as used by the British Police and Civil Services.
I am a victim of Racism which I understand as being the same as White Supremacy.
I have been reading the Charity Commission website and I have only been able to find information about BME and Ethnicity but nothing about Race Relations. I think “Race” is one of the “protected characteristics” mentioned in the Equalities Act.
Please could you send me:
1. The Charity Commission Race Relations Policy.
2. A Charity Commission report on how the Race Relations Policy has been performing to date.
3. Details of how the Charity Commission manages and monitors Race Relations.
Please process this request for information under the Freedom of Information Act if necessary.
Kind regards
Derrick Lynch, IC3, B9, BEUR
