If Chelmsford City Council does not recognise or use the series of race classifications set out by the British Police, what series of Race classifications does Chelmsford City Council use?
How is it possible for Chelmsford City Council to have "due regard" for the protected groups as the Public Sector Equality Duty (Equality Act 2010) requires if Chelmsford City Council does not use any Racial classifications?
I fail to see how Chelmsford City Council can have "due regard" for Race Relations without having any Racial monitoring data and a Race Relations policy.
It appears that Chelmsford City Council has made no effort to record, monitor and report on the difference between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid). It is possible that there could be horrific inequalities between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) that have not been reported due to this Racially Aggravated Negligence.
May I remind you of the need to take your obligations under the Equality Act very seriously. No Racial data in Chelmsford City Council reports is evidence of Racially Aggravated Gross Misconduct that is resulting in Racially Aggravated Disorderly Behavior.
A survey should be done immediately to find out what is going on between the European Races and how this Racially Aggravated Negligence is impacting community cohesion.

I am concerned about the management of European Race Relations and not about Ethnicity Relations or Diversity Relations.

Race Relations Internal Review Requested - Danger of Racism
Please could you send me the email contact details of the person responsible for equalities in Chelmsford City Council.
You, John Breen, could be a White Supremacist. There is no way for me to know whether you, John Breen, are a White Supremacist unless I ask you and observe your response. I cannot afford to take the risk of assuming that you, John Breen, are not a Racist. That is why I must ask and observe your response. It is very relevant to know if you, John Breen, are a Racist when making an inquiry about Race Relations in Chelmsford City Council and the way Race Relations impacts the management of the people in Chelmsford City Council. Can you understand that?
1. Are you, John Breen, a White person? Yes or No?
2. Are you, John Breen, a British person? Yes or No?
3. Are you, John Breen, a Racist? Yes or No?
It is very clear that the Police recognise the Racial difference between the IC1 White North European (Caucasoid) and the IC2 Dark South European Races (Melanochroid) and record and use this data for Race Relations purposes.
I am horrified that no effort is being made apparently to achieve European Race Equality. It is possible that the poor management of Race and Ethnicity in Chelmsford City Council is impacting policy in Chelmsford City Council and impacting the decisions being made in Chelmsford City Council.
It is possible that there are poor Race Relations between the IC1 White North European Race (Caucasoid) and the IC2 Dark South European Race (Melanochroid) in Chelmsford City Council and that this dreadful inequality is impacting relations between other Races and causing Chelmsford City Council unknown problems.
I am concerned that poor management of Race Relations in Chelmsford City Council is resulting in Racially Aggravated Gross Misconduct which is making Chelmsford City Council not fit for purpose.
Please process this request for information as an Internal Review.

I write in response to your request for information set out in your email received on 20th May 2015. Your request has been considered under the Freedom of Information Act 2000.
You have asked for information relating to European Race Relations.
Response
There is no express requirement under the public sector equality duty to collect monitoring information. However, in order to meet the duty, public bodies need to understand the impact of their work, and one of the best most effective ways of gathering sufficient information in order to do this is to be through collecting monitoring information.
As there is no specific duty to collect monitoring information, the information collected by local authorities, public sector organisations and other bodies varies significantly. Public authorities have been given discretion to decide exactly what information they need to collect.
At Chelmsford City Council we collect monitoring information on both employees and service users. The Council has produced a template monitoring form for use by services – however each service area has the discretion to decide what monitoring questions are relevant and will help them to meet the Equality Duty. The categories chosen for inclusion within the monitoring form template under the ‘ethnicity’ category have been drawn from the Joint Strategic Needs Assessment and the National Census. Please see attached to the email the monitoring template.
Right to Internal Review
If you are dissatisfied with this response or with the way your request has been handled under the Freedom of Information Act, you have the right to ask for your request to be independently reviewed by the Director of Corporate Services.
